See the MN DNR website for open public lands. The DNR 4x4 park in Gilbert is 1,200 acres with 36 miles of trails. Otherwise Google Apple Valley Farms. If you join a 4x4 club, many have access to private lands and private off-road parks.

There is also Spider Lake, Appleton, and if you feel like exploring try Chippewa National Forest.
