Brown Mountain - yes, easily
Richland - possibly, probably, but maybe not - it might depend on how wet it is and/or your experience

I can't confirm that with absolute certainty, but I am pretty sure it is just like Uwharrie which does.

If camping isn't available at the Brown Mountain OHV area there is some close by at Brown Mountain Beach going up along Wilson Creek.

As far as Richland Rd. I would suggest having another vehicle along in case you happen to get stuck somehow.
Also be aware that on either side of the road/trail is private property. Signs posted make it appear that the road its self is posted but it's a state road and you're free to use it. Just be respectful of the surrounding property.
