Tire Coverage

I did a quick search and found nothing on this topic. I am wanting to put tube fenders on my TJ without flares. I like the clean look and extra clearance. I was wondering if there are any laws in Virginia regarding tire coverage. If so what are they? I met a guy at NVCC with a TJ on 31's stock fenders and no flares all the way around. He said he lives near the Fairfax County Police Department and has never gotten hassled about it. Is this because there is no law about tire coverage or that the cops don't care about it? Any info would be appreciated. Thanks.
