Did a passenger light mount, with 4 ft firestik ii antenna, Midland 1001LWX cb radio. I did get an SWR meter and I got the firestik tuned to about 1.5 on channel 1 and 40.

There's a pretty crazy guy on channel 17 a lot but I can't get him to talk to me. I don't think I screwed up setting up everything but maybe.

Over in Oak Park but always willing to go for a drive in the jeep

There are a lot of southsiders that are pushing kilowatts of power. You'll never get a word in. I don't know who's out in oak park area but ill be out that way tomorrow morning till noon.
If your running stock, your 4 watts will get you about 5-10 miles. if the skip is going, then its all about conditions.
If you hear someone, ask for a radio check. Most of the time you will get a " its working" answer, if they can hear you.

I figured the channel 17 guy might be more than 4 watts ...what's the best channel to try? I don't really hear much on 19, even near the Ike. I'm a complete newb but wanna verify the cb.

I don't know which channel is more popular just gotta surf around.19 is popular with the truckers.6 is the superbowl. That's where all the powerhouse talk cross-country. You might be able to get some westsiders on 20. Some times there is chatter on many channels, sometimes its just static. Just keep your ears on and when someone comes in clear, pick up the Mic.
I have skip talked to both coasts and some middle states. You can look up skip talking or propagation if you up want to learn more. Cbtricks.com and copper.com are a few sites if you want more technical info.
Your antenna and swr are the most important part. A bad radio and a good antenna will out perform a booming radio with a bad antenna every time. Your swr and antenna sound like you did good. And your radio receives so your probably getting out, just no one responds.
Do you know the story on the radio? New, pawn shop special? Tuned up? Most stock radios can be turned up a few more watts but that's illegal. So maybe not the place to talk about that here. But the fcc isn't really looking to bust a guy with a few watts more. Unless your splattering all over the neighbors tv an phone.

The radio is brand new, I wanted a small one for the TJ, with NOAA. I don't really care about blasting out bonus watts, just wanna be able to talk to other jeeps when I go wheelin' at the 4x4 parks.

I have noaa on my radio, not sure if yours has the same function, but if you leave the weather on, even though the radio is off, when they broadcast the alert your cb will scream! It scared the crap out of me. What is that noise...as I'm looking for an open door or CEL.
That 1001 is kind of a no frills radio. Not much to tweak inside. But a power Mic will help. I just ditched my stock Mic for an astatic d104m-6b. The locals said it made a big difference.

I'll be out your way a little later till around noon. So if you get a chance ill try to call and listen for you. Post here if you can get to your radio.
