I know where you can get balut. Seafood City on Maryland. They'll sell it to anyone and they have the freshest and best prices for seafood.

You may also want to try DJ Bibingkahan Filipino Restaurant at the corner of Maryland and Karen. My wife loves that place. I prefer a good steak house.
