Some new Californis laws

Affecting motorists as of 01-2013

• Drivers may use “hands free” voice-operated technology to talk and text while behind the wheel. AB 1536.

• Cities can install red light cameras only at intersections proven to be unsafe, drivers can more easily challenge tickets, and warning signs must be posted at least 200 feet away. SB 1303.

• Drivers can park at broken parking meters for the time allotted for the space, such as two-hours, without the fear of a ticket. SB 1388.

• No- and low-emission cars with “Clean Air Vehicle” stickers can use without charge carpool lanes that are converted to high-occupancy toll lanes. AB 2405.

• Cars offered at “buy here, pay here” sales lots must include a 30-day or 1,000-mile warranty, cannot be disabled with remote technology without advance warning to the buyer and must display the “fair market value” of the vehicle. AB 1447 and AB 1534.

• The CHP will enact “silver alerts” on highway signs for missing senior citizens who may be in danger because of health concerns or other reasons. It will be modeled after Amber Alerts for missing children. SB 1047.

• Motorists suspected of driving under the influence will no longer have the option of choosing a urine test. With a few rare exceptions, blood tests will be mandatory. AB 2020.

• Californians can apply for one of three vintage license plates that replicate historic designs instead of today’s standard-issue white. Vintage plates will cost $40 extra per year, whether personalized or not, and will not be produced unless 7,500 applications are submitted by 2015. AB 1658.

• Driverless cars are given a green light for testing purposes only as long as a qualified person is in the vehicle. SB 1298.

• Smartphones can be used to show proof of insurance. AB 1708.

• Passengers in recreational off-highway vehicles must sit in a seat installed by the manufacturer. Effective July 1. AB 1266.

Say WHAT?????

So does this apply only to ATVs, or does the .gov count a jeep/SUV/pickup/any-old-4x4 as a "recreational off-highway vehicle"?

That only counts for side by sides and UTV's. Alot of owners have installed seats in these vehicles to carry more passengers.

So you CAN NOT install a suspension seat in say a Polaris Razor in place of the factory seats in order to provide better protection for your back?

Dumb idea. There have been studies that show VOX telephony is just as distracting as hands-on. Besides, what's so important that it can't wait two minutes while you pull over?

I thought automated citations had been struck on Fourth Amendment grounds? How silly of me.

And, I've already got to fight a horribly asinine parking tix from San Francisco (I hate having to go to that city. If I'm going up there for fun, I'll stop short and BART in, most times.)

Aren't those things great little money spinners? About six months ago, I got a $50 ticket because the meter had expired, and I only got there three minutes after (damned stairs...) Cities may be going broke, but I'm not doing much better.

HOV lanes are an intolerably stupid idea. Just when you need all the lane-miles of freeway you can get, let's knock out 25-33% of the availability.

Granted, widespread adoption of flextime would be a bigger help to air quality, but if they're supposed to encourage carpooling, they're not working (and they've cost me money by delaying my getting to jobsites. Besides, if the idea of HOV lanes is to reduce emissions/improve air quality, then why give access to the lanes to singletons in hybrids or plug-in electrics?

(And no, a plug-in electric is not a "zero emissions" vehicle, no matter how you want to cut it. It's "emissions deferred" - you've still got a carbon footprint for daily operation, it's just being put out by Professional Gouging & Embezzlement, instead of you.)

Sounds good to me - although you'll have to get them to the venipuncturist quickly, and make sure there's always one on duty. The good thing about the UA is that it doesn't take a specialist to draw the sample, and various methods can be fully-automated to not require user intervention beyond introducing the sample. GCMS can be nice like that...)

"Qualified person?" I wouldn't trust 95% of these people in a vehicle unless they were in the back seat. Or the trunk.

The underwriter sends you a little card with every renewal. It's not a problem to keep the card in your wallet - this idea is stupid.

Further Deponent Sayeth Not. I'm not sure about this one - but I don't like being barred from safely modifying a vehicle. That includes, say, "driver comfort" mods - to accommodate my back & knees.

Besides, why would a "Brody Knob" be illegal? I had one in my Bug and my pickup back home - loved it! It never got in my way, it never caused me any harm, and it improved control in many situations...

(Now, how many of you know what a "Brody Knob" is?)

Brody Knob? I remember as a kid my Dad called them Neckin' Knobs. Allowed you to steer properly with one hand and be able
to have your other arm around your Honey!

Kiinda hard to go neckin' on a one-seat Massey Ferguson - and that was where I learned what those were called.

Of course, I did have "make-out" seats in my Bug - remember those?

Considering I learned it in Indiana, I somehow doubt it.

A "make-out seat" is a front individual seat (buckets are difficult) that has a seatback that can be laid nearly flat.

They worked better for me than the backseat, but I'm over 6' tall, so there's not enough room for me. I got tired of knocking out the rear quarter glass with my head!

Lots of man hours spent on looking for lost seniors. "At Risk Seniors" are the ones we look for until they are found.

How life does a U-Turn, we do the same for young children.

Let me see if I can explain it better. If the UTV came from the factory with only seating for 2 people you cannot add more seats for more passengers. Alot of people were adding a seat (not replacing) for more passengers.

OKay that is understandable. I can see where an extra bench with two more butts in it could offset the balance and possibly cause a dangerous situation.

This is one of those done to protect the manufacturers against uneducated, and I do not mean "stupid," people making unsafe mods.

I was only trying to inject a bit of levity.

As caretaker for my MIL for seven years, I spent entirely too much time dealing with "Adult Protective Services" - who are even worse to deal with then CPS!

As far as the UTV seat ban - it somehow reminds me of the CPA banning "youth" ATVs due to a "high relative lead content" - when all of the lead was in or on the battery. Y'ask me, if kids (or people in general) are going around licking batteries, they deserve acid burns and plumbosis!
