I have been up to the Knoxville park area. It has some pretty good trails out there. I would definitely go with at least one other vehicle because it is way out in the cut. Its been a few years since I have been up there but the drive from Berryessa to Knoxville is pretty nice. There is a low water crossing certain times of the year.
I worked in that area. True on the water crossings during rain season, but no biggie w/ 4x4. as long as not a light weight rig that will float. The area got a bit messy with glass and trash, so the sheriff and fish n game kinda cracked down. very dry in summer. closest fuel is bout 1 hour from paved road. add time off road.
