did you jack the front axle up and cycle it many many many many many times back and forth without starting the engine? if not then give that a go. I would cycle back and forth about 30-40 times. Then, if you have a filter on it, make sure that theres no where for the air to get trapped, point one port straight up if poss, at least to bleed the system, then mount it how ever.
After you do that you should wait about a few hours nad then cycle again without the engine running. Then when you no longer get airbubbles airurating (sp?) the fluid, then start it and cycle it. That method might work if you havent tried it yet.
