Tj Safety inspection requirements

Hey all. I'm hoping you guys can help me out with what can and can't be done to my tj. My wife and I are planning a move in the near future and here in Michigan safety inspections don't exist. I tried utilizing Google, but had zero luck. I currently have 3" of suspension lift, 1" body lift, rubicon flares, 33 x12.5x15 tires on 15x8 rims with 4" back spacing. I also have a magnum v8 swap. I also have a hp30 front and a mj dana 44 rear with weld on aftermarket brackets.

Now the issue. I'm getting new shocks that unfortunately have a longer collapsed length than I would like in the range of travel I need. What are the regulations on shock mount modification? I'm guessing outboarding is out of the question. Also what about aftermarket control arm brackets frame and axle side?
And what about my frame side rear spring perches. Is it alright they are relocated?

I really don't want to have to leave my rig behind. That would be like parting with a child. Any advice is greatly appreciated.
