It's Title 46 of the RCW. Also includes such helpful info as light mounting (not on top unless covered), and mirror usage (drivers side only required to see 200ft back).
And yes, I've been pulled over for it...twice (once in Bellevue and once in Kirkland). Both times they were cool about it, and basically just warned me that State Police were the ones most likely to ticket me for it. I pointed out to one officer that many vehicles on the road don't meet the law, and he just agreed and smiled, which leads me to think they can use it as a way to validate a stop if needed.
Which btw I'm not judging - I'm fine with a "match profile" stop if they are then cool about it and let me go when I don't turn out to be doing anything wrong.
(1) Except as authorized under subsection (2) of this section, no person may operate any motor vehicle, trailer, or semitrailer that is not equipped with fenders, covers, flaps, or splash aprons adequate for minimizing the spray or splash of water or mud from the roadway to the rear of the vehicle. All such devices shall be as wide as the tires behind which they are mounted and extend downward at least to the center of the axle.
(2) A motor vehicle that is not less than forty years old or a street rod vehicle that is owned and operated primarily as a collector's item need not be equipped with fenders when the vehicle is used and driven during fair weather on well-maintained, hard-surfaced roads.
I have been pulled over by wa. state patrol, king county, maple valley, bellevue, kent, renton, newcastle, and ephrata departments 14 times in the past year and a half. I have a cherokee with 4 1/2 inch bushwackers that fully cover my 36's. So far no tickets (just lots of BSing that I wasn't aware of such laws). I had mud flaps for about 3 days that were held on with 1 inch square tubing welded to the tow package with the flaps hanging down....on the third day i took a sledge hammer to them because lets face it, cherokee's look horrible with mud flaps. I like to point out to the officers that the HUGE rock chip in my window is from a riced out lowered civic and not a lifted truck.
I think its just another law to get in the way of modifying your vehicle.

Well I just got stopped for not having any...no problem, I'd planned on getting some anyway. My only question is do you need them for the front and the back, or just the back minimum? I can get the nice removable TeraFlex ones at cost, but I'd still rather only do just the rears for now.
That's what I figured, but it's a 15-day fix-it ticket and with the holiday coming up which will make it a 4-day no-shipping window from UPS, I decided to play it safe. It's not like I can just slap some screws in and call it good, I need the frame-mounted type since I have no more quarter panels in the rear and there's nothing to really mount them to in the front.
What gets me is that it was around midnight on my way back from work and the cop somehow sees this going the opposite direction at 35 MPH in complete darkness other than headlights. Must have rear view mirror with zoom and night vision I guess. Nevermind picking on my poor little XJ with all of the 2' lifted brodozers I see driving around or trucks without flaps that are stock right off the showroom floor. And I still don't get why it's legal to not need flares or flaps in some states but they are complete Nazis about it here.
Ugh. Just a stupid expense to have with the holidays coming up, but I guess I'd rather shell out for them than pay a $124 ticket and get nothing out of it.
