Bumper laws?

I'm designing a bumper for my friend to build me, and I really want a stubby style, but I heard that may or may not be illegal in WA.

What do you guys know?

1992 Jeep Wrangler YJ
2.5 L, 33x12.5 Cooper Discover STT, Homebrew Intake, RE 4" Lift, ProComp ES9000 Shocks.

Yeah, I am leaving my jeep registered in Montana. going to be much simpler. That and I already have permanent tags on it.
