Wj stops surging when AC is on, possible causes?

So my 99 wj has always had a slight surging issue at idle, I have never really thought to much about it, but I recently noticed that the surging goes away with the AC on. It idles perfectly at about 700 rpms. It surges between 700-900 rpms with the AC off. Any idea what this might be?

It's a 99 4.7, with a new upstream 02 sensor, new TPS, and IAC.

IS yours a Mopar TPS. If not, it's the wrong one.

Try cleaning the throttle body with a good cleaner
