Where can i get a bull bar like this?

Does it just look different? Is it because there is no bumper? I think it would look sweet on my jeep with the lights mounted on the top. Almost like a stinger.

That definitely looks like it is a custom job. Any of the ones you just buy from Westin or the other brands have flimsy brackets that drop the bar down below the stock bumper cover. That being said though, you could probably just buy one from one of those main companies and modify the mount, or have someone you know with a welder do it.

There are options out there like the Fawkes tabs and front receiver that can also relocate the bars.

That looks like the Westin Safari bar, relocated to mount at the tow hook spots, on a WJ with no bumper fascia.

It will NOT work like a stinger (the tubing would likely fold quicker than a bad hand of poker), but it looks interesting as a place to put lights.
