tire carrier storage

Anyone make a half moon shaped lockable storage box that'll fit inside a 16 inch rim. I have a fold down tire carrier on the back of my grand and a storage box like this would fit inside of this perfect. I could store my jumper cables and a small socket set and be able to get to it without having to unlock my Jeep. Just fold down the carrier and then the box would be right there. Looking for ideas as I don't have a welder or access to one without paying a shop. Has anyone seen something for sale that could be modified because I've been keeping my eyes open every time I go to any type of store and seen nothing at all. Thanx.
