Man, I was scared when a few bolts to my caliper were a little rusty yesteryday when I changed pads and rotors, but that looks awful!

Yeah I know it is bad. I have to think outside of the box to come up with something to replace the rockers that is inexpensive that will look good.

Cut the rusty bits off and weld in a rock slider threat the metal then paint and you good to go.
If you do it right not only will it look good but will strengthen your jeep.

Go over to the XJ forums and search a bit. 2x4 box steel makes a great rocker that is quite bomb proof. I did it on my first XJ as the rockers were non existent. Looks good and you have a ton of side impact protection. Doesn't cost much and only a few hours if you or a buddy can weld.
Tip get some Imron Polyurethane Coating and paint it with that. Stuff is hard as a rock! We put it on my brother's wrangler tub and you can hardly get it off with a hammer and chisel (had to have bare metal for a ground).

I bought our 02 from a fellow in NC. This is what it looks like underneath today.

I went to grad school outside Boston. I am not a fan of the "seas of brine" that the roads become once a few flakes hit.

I sympathize with you all and the woes of the tinworm.

my rockers are pretty bad too. I live in Upstate NY and the road salt ruins everything. I bought replacement rocker panels that I am going to install this week or next. (i will post pictures)... The outer rocker panels have some nasty holes, the inner rocker sill has some bad spots of rust that i will cut out and replace with new sheet metal.. Once i have done all the metal work, i plan on coating with some high zinc, rusty metal primer - then using some bed-liner to make the panel tough. maybe use some POR-15 or chassis black for the pinch-seam and the inner rocker.
