recurring axle seal leak?

Rear axle seal on my 2002 WJ, dana 35 keeps leaking. shop replaced it 3 times and the last time it got new bearings. They say they don't see any reason for the repeated leak. I bought an axle from the junkyard that's loaded with bearing and all. I've never seen a setup like this before. I can't spin the seal freely as it sits on this junkyard axle. Can someone explain to me how this seal works? Does it spin in the tube and if not how does it work? Can I press off the bearing retainer or does it need to be drilled and broken?

It spins on the Axle tube. Your axle shaft might be pitted causing the leak to repeat. I would look at it and see.
