if you've got the steering wheel audio controls there could be a faulty button or wiring

If you do, then it's more than likely a bad clock spring, but you should check the steering wheel switch, first.

Does it change depending on how fast you going? Some systems have an automatic volume control that changes the volume depending in speed. It will turn itself down the slower you go and vice versa. Not sure if these models Jeeps offered that. But I have seen it on other applications.
