Oxygen Sensor Replacement

So my 2004 Overland gets maybe 14 mpg on the highway. I've cleaned the throttle body and replaced the plugs but still get lousy mileage. I'm thinking about replacing the O2 sensor even though the light isn't on. Should I try replacing the idle control module first or is this a better bet for improving gas mileage?

IAC won't do much for fuel economy, put some good quality O2 sensors in (all of them)

Thanks for the replies. I just recently bought the Jeep and it has 82,000 miles. I think I'll just replace the O2 sensors and hope the fixes the rough idle and the poor fuel economy.
