Overdrive/ Downshifting issue

Buddy's WJ. 99 4.7 LTD

First off, the 4.7 V8 has the 45RFE Tranny correct? (sorry I'm a ZJ guy)

When over drive is on it downshifts hard right at 55mph so it shifts hard from 4th to 3rd.

When OD is OFF it shifts normally.

It shifts up perfectly fine with or without OD.

So obviously the problem lies in something with OD
So, what could this be? A possible problem with the TCM?

Yes I tried to search for it but it seems too specific of an issue to find easily. Thanks!
