Mechanical Fan Not Engaging

Im not convinced my mechanical fan is engaging when the engine gets warm. The other day my e Fan fuse failed and the temp was at 225 and the Mechanical fan never clicked on. And I never hear the roar of it when the jeep starts up either. Could my clutch be bad?

most likely, it should be harder to spin by hand when the engines hot than cold
