Fuel pump or filter maintains pressure? Also, what brands are best?

2003 WJ 4.7

I haven't been able to find a definitive answer on which component maintains fuel pressure after the engine is turned off. Is it the external fuel filter, or the pump? I replaced the filter and I still have to cycle the fuel pump about 3 times before it will start. Once running, all is well, aside from the fuel gauge only showing full or empty (anyone have thoughts on that as well?). Should I replace the pump at this point, or could it be another culprit? Is the check valve that holds pressure located in the pump, or filter?

Also, any input on which brands of pumps to use / avoid, if that is the culprit?
