Post climate control

I have a 1999 Grand Cherokee Limited that runs great. Occasionally, when the climate control is set between 65 & 70 the heater comes on. This happens when the outside temp is hot. The heat is extreme and blows through the top vents. After turning the unit off, stopping the car, killing the engine and restarting the problem seems to be solved until next time. There is also a whisping noise coming from under the dash on the passenger side. I don't know if this is related, but the dealership says this is a normal noise. I don't consider my ears great and I can't imagine this as normal. Any ideas appreciated.
