Fuel to the rail won`t necessarily mean there`s something wrong with the injectors. Could be filter, could be pump. When you turn the key to on and pause, do you hear the pump prime? If so, would look at fuel filter as possible cause. If no, check fuse/relay for the pump first. If they're good, could be to do with harness to the pump, or the pump itself.
