Wj Any suggestions? Need Help!

These pieces belong to the rear sway bar, they mount to the frame. I'm attempting to do a lift and trying to replace these pieces but they just wont break loose. Are the pieces that appear to be nuts attached/welded to the metal bracket, or do they come off. Not sure why both of the same bolts are giving ne such problems. Any help would be appreciated.

nope, they're bolts. they go into nuts that are welded into the frame.

Do you think heating up the nut with a propane torch would help?
