Another doo·hick·ey making noise

I'm sure this is simple but, Im chasing a vacuum leak code and all of the sudden this arm starts going up and down up and down, maybe I just never noticed it before. As soon as you turn A/C on it stops in the up position. Any one have time to tell me what it is? On another note if anyone is military have you ever used the on base "auto hobby" shops, if so what do they have to use?

I forgot to mention this under driver seat to the right, under the radio etc
