All the steering wheel controls not working including horn

Hello guys i have been looking for answers for my 99 grand cherokee limited

Just like the title says the whole steering wheel contros are not working the horn,cruse,volumecontrol.ect and it has been like that since i bought it
And i dont know if a they maybe disconected or somthing

And also i resently notice the heater and a/c is not working it not blowing any air and when i turn the knob i can hear a lit cranking sound behind the controls so i dotn know whats wrong
I have already check the fuse box in the motor and under the steering wheel and they are all good so i dont know whats wrong with it if u guys could help me it will be great

The steering wheel issues sounds like you have an issue with the clocks spring.

For the heater and AC turn the fun up all the way and see if it starts blowing air. If it works then it is most likely the blow motor resistor. If that doesn't work it could be the blower itself.
