Have 2004 wj 4.0. It fired up this morning but when I turned it off it would not start again. Gives a single click when I turn the key. Thought the starter was shot so I put a new one in without checking the old starter. Same problem so I tested the old starter and its fine. Cleaned up all the grounds and still clicks. Checked fuses and they're good. Ran a ground directly from the battery to the body of the starter and still nothing. Swapped relays and still nothing. What am I missing???

Battery is good, cables are clean. Got full power to everything.

It's probably your connection. I had the same issue. Get some new terminals and see if that helps

I found the culprit! It wasn't a ground fault but the main power cable off the battery. I had to splice a longer cable onto positive and negative and thought the solder took. I was wrong!

After resoldering it, the jeep fires right up.

Trouble with that is the voltmeter said there was plenty of juice everywhere even at the starter. What clued me in was after tugging on cables, the starter clicked and the dash went dead. That was a dead giveaway then.
