A 245/70R16 is an optional stock sized tire. Yes it will fit a 2.5" lift without rub.

I would imagine since soft 8's usually are offset out that if they fit with stock wheels then they will fit with soft 8's.

245/70r16 on a 99 with ORIGINAL stock springs, shocks and isolators with 202,1xx miles on them. You should be fine with a lift. Different offset and mine would still be fine. Plenty of room left at sagging stock height to stuff the tires.
