Instrument cluster settings

I have a 2008 Liberty Sport. I want to change the digital read out from USA to metric. i.e temp from fahrenheit to celsius and access the miles/kilometers to empty infor etc. The Owners Manual only describes how to if the ar has toggle switches on the steering wheel, mine does not. Mine also does not have the toggle on the surface of the instrument cluster.... there is only the toggle to change trip computer. Pic attached

Am I not seeing something very simple? or do I need to get a after market Instrument Cluster that has the switch?

All the Liberty's came out like this. The EVIC controls on the steering wheel in this model were not standard equipment. Only way to change from outdated USA version to Metric is change the Cluster, or add EVIC controls to access the cluster settings.
