tps problem and code p0122 on liberty sport

Quick question about a tps on my mom's liberty sport.
The check engine light came on so I connected my code reader and it threw up a code p0122. I looked it up and it's connected to the tps.
Now the weird thing is when I put my app in live view of the throttle position it starts at 14% when I'm not touching the pedal and if I fully press it it will only go up to 77% throttle.
So I just want to know before I run out and get a new sensor if this is normal for a sensor that's bad/going bad.
