Bed liner on fenders

Not sure if it's bed liner or something else, but does it work good? Would it be expensive or cheap and who would do it? I love the look of it on this liberty and I'll never get my plastic darker no matter how many coats of plastic recover I put on them.

It has LINE-X on it with the UV protection
belongs to my buddy
has quite a bit just in the LINE-X but well worth it ( read expensive)

Although I've seen Bedliner used on the fenders and the lower doors too, which looks good.
