'03 Liberty - Shaking steering wheel, ticking noise.. brake pads?

Hi all,

I just recently got a used '03 Jeep Liberty Sport and after about a week, the steering wheel shakes when I use the brakes to slow down. I also hear a tick-tick-tick-tick noise when I brake... Could this be brake pads?

I know very little about cars so I'd like some ammo before going in to have it serviced.

The ball joint recall has not been looked at yet either, that couldn't be it.. could it?
