Almost a half inch difference in hight with the tires and it's making it a .5 mile and hour off. A wider tire has more rolling residents. Tread designed can affect fuel milage. 217,000 miles has a lot to do with it. A compression test would help to see how worn the engine is. Also a live reading of the 02 data stream would also help. To see how much the Pcm is having to adjust the air fuel mixture. If it's having to richen the mixture up do to a small vacuum leak. That would affect milage. Worn wheel bearings, worn out trans and differential fluids can have a small affect.
The KJ is not a high fuel milage vehicle.
Remember the EPA's fuel numbers are based on a flat surface running at 55 mph, windows up and AC off. So really your not that far off.
