ODB2 port not working

My check engine light came on yesterday, so I went to a parts store and was going to get it read. When they hooked up the reader and turned the key on none of the idiot lights came on and the reader would turn off. We tried to start it and it would not start when the reader was hooked up. We unhooked the reader and it started right up when we hooked up the reader again it (the reader) would turn on for a second then turn off. I figure it is my ODB port but I am not sure how to test it any ideas?
