alot of manufacturers use paint pens during their qualitly checks and sometimes during assy to show that they checked or torqued certain items to specs you find that more on older vehicles usually but they do still use this method where i work the manufacturer marks every bolt with a paint marker after it has been torqued so it is a quick check during the quality control process

I've seen "spray paint dots" on parts from the factory before (On my Jeeps as well as my new 2011 Chevy Silverado I just bought), like said above, its part of the quality control and "check" system. I wouldn't lose any sleep over the paint, its not a concern at all. In the end, as long as the mounts look to be in good shape does it really matter if they have paint on them or not? I guess I just don't understand why your so worried about the paint.

My TJ has the same yellow spray paint on them and it is very unlikely they were replaced before I bought the Jeep. Don't worry about them.
