Tj lift
Wanna spend around 400 dollars
And I want to lift my tj no more than 3.5 and advice on lifts

Go to TJ Tech forum, search and read. Hundreds of threads like this there. There are lesser quality "kits" you'll find that fit that price range, but personally I'd say if you want to do something then do a budget boost with new shocks and then keep saving your money for something of quality.
