So many bumpers, nothing thats right...

I am in the midst of doing some mods/improvements to my TJ but I am lost when it comes to the rear bumper...HELP!!!

I really like this one from http://www.jcroffroad.com/product/SWBR/SWB-R-DX.html
but it doesn't have a mount for a rack, shovel, or axe/pick. It also doesn't have a way to lock the tire carrier swing with even a padlock.

I really don't want to have to buy something and have someone fab the crap out of it and void the warranty. Are there any good modular bumpers out there where I can fit 2 rotopax behind the tire?

By steel and fab the crap out if it yourself. Be your own warranty.
