Help! Disassmbled steering issue

I have an 87 jeep wagoneer xj. I had an issue with my steering wheel, my tilt steering bolts were loose causing my steering wheel to move all over. We got in there and tightened them up. But during the disassemble 2 metal pieces fell out that i have no idea where they go. I reassembled it without them, hoping they were possibly bonus parts or something, but now the high beams are stuck on, theirs no tension on the turn signal lever. Also, my car wont start unless the steering wheel is totally tilted up, and the key wont come out unless its in the same position. Ive tried posted a pic of the two mystery metal pieces but failed There both made out of thin metal. One is appx. 2 ins long with a slight arc, the other is cotter pin looking, that's the only thing i can compare it to. Any info would be greatly appreciated Thanks
