Heat problems in 1990 xj

So now that it's going to be in the lower teens all week I've decided I need to get my heat fixed... But I would like some guidance on this project. I have a 1990 4.0 and when I turn the heat on it is very faint and only comes out of the foot area and the defrost vents, yet if I put the vent option on it comes out of all my vents except my feet area. So question is what could cause me to have very faint heat only coming from the defrost area and feet area when the controller is set to heat? Thanks in advance

Under the dash on the passenger side is a vacuum actuator for the a/c. Make sure its plugged in.
When you turn in the heat are you turning the fan on high?
Describe faint to me. Is it faint in the sense of temperature? Or amount of air coming out if the vent?
