Fender flare / tire issue what size do i need??

I just recently purchased a 2012 two door wrangler. It is already modified but the issue is the tire flares don't cover the tires. They stick out 1 to 1.5 inches. What size fender flare do i need to cover it? My tires are 35 12.5 18 . It is illegal in my state to have tires outside the flares. Would really appreciate advice on this.
