What is this part?

Fuel system vent or? Leaks gas when I fill up the tank and by the look of it it has some sort of "tape" or repair

On my YJ that part was in the tank. Not sure if you pulled it out or not. I just used some spray sealer to seal it up. Mine stopped leaking after that. It also passed the new CA smog pressure test after I sealed it up.

the 6 cyl have/has/had a different vent set up because of the mechanical fuel pump
