The red spotted toad and the crayfish they are trying to "protect" are not endangered species. Only for that area they are not common. Duh! It's a desert! There aren't many rivers that run year round. It's not like they are preserving a species. Just the particular frogs that somehow happened to get transported to that creek and started breeding. Go after the bozo that brought them there. They are not indigenous to the area. Kinda' like snakes in Hawaii.
