New Member/Weird Jeep

What's up everybody. I recently became a new owner of a 90 Jeep Wrangler. It had a weird add on that I recently took off. Any suggestions for doing cheap upgrades? Any other members in the North County area?

Not sure the guy said it was used on a farm. It's going to the dump tomorrow.
