Not sure where to get them online, but I'e had real good luck with bbq paint from Rustolum (sp?). I've used it on rims and emblems and even the exhaust and forks on a motorcycle without any issues and it holds up to a beating. Just lightly sand off the peeling chrome and spray a primer base with a couple of coats of this on top and you should be good to go. The only thing is that it'll be flat black versus gloss black.

Try that. It'll be flat. I threw my motorcycle down the road with the exhaust and forks painted like that and came out with a dented but not scratched exhaust and no scratches on the fork or swinarm. So it works.
