Is this a wax problem

So I've been looking closely at my black WJ that I recently acquired and I've noticed a lot of white specs, I can scratch them away with my finger nail but after quite a few car washes they are still there. I've also noticed swirl marks in some areas and also chunks of white polish looking stuff in a few corners. So I was just wondering if some one performed a really bad polish and wax job and now maybe there is crud stuck underneath. long story short what options do I have.

wash with dawn or other dish soap,

claybar,

polish,

wax.

preferrably in that order.

You can skip the polish step if you aren't too worried about the swirl marks and just want the paint clean and protected. Most of the work is in the polishing step, although claybar is pretty labor intensive as well.
