TJ driver side fender

Both my wife's 01 sport and my 99 Sahara have that known jeep rust spot on top of driver side fender... Does anyone know if there's a reason for this?
I wanted to sand, primer & rattle can just the tops on both but don't want it coming back. Is fender liner holding or catching water in it? Thanks for any help.

For whatever reason there is a double later on that section of fender held together by some foam like adhesive, it traps water and hence the rust.

Only good fix would be to cut both layers out and weld in some new steel or do replacement fenders whether OEM or tube fender style.
