Rear Body Mount 1978 CJ5

Any ideas on how to remove the two rear body mounts, I have sprayed them and all the bolt does is spin around. I would like to replace all the body mounts due to cracking. Do I have to cut an access panel out to get to the nut plate on the rear mounts? Thanks for any input

Yes to cutting a hole. The nut plate has broken free.

Thanks guys, where do you cut the hole? The underside or above the bumper? I don't do body work, more of an engine guy. Thanks again
