Postal jeep gas tank issue

The gas lines in my DJ-5L dried out over the winter so I've decided to replace them. Sliding under my Jeep, it looks like the tank was held up by two straps, with studs coming down from above and the straps held on by nuts. I loosened... then removed the nuts on both front and rear of each strap, gave the tank a good yank, and it seems to still be attached somehow? Is anyone familiar with what else may be holding my tank in place?

The rubber strips on the top may be stuck to the tank "glueing" it in place. Ive had this happen on other vehicles.
