Plastic Prep

So Im painting the header panel on the Jeep as well as the radiator grille. Im looking to see if anyone has insight into prepping the header panel as it is a painted plastic material. Should it be sanded to primer/base? Or can I get away with surface scratching it and painting over the existing paint?
