Painting bottom of tail gate.

I'm looking to repaint the lower portion of my tail gate on my zj due to rush bubbles. I have rustoleum self etching primer due to previous success with it and rustoleum semi gloss black. Should i just scuff the existing paint or bring it down to bare metal and start over?

If there are rust bubbles all the rust needs to be removed or it will return. I would take there area down to bare metal and then paint.
